Planning Permission vs. Building Warrant: What’s the Difference?

Understanding the differences between the two approvals, Planning Permission and Building Warrant is something every homeowner should know before starting a building project in Scotland.

If you’re planning an extension, renovation, or alterations to your home layout, chances are you’ve heard the term planning permission. But what often surprises homeowners – especially those doing this for the first time – is that planning permission isn’t the only approval you may need.

In nearly every new enquiry, the conversation goes something like this:

Homeowner: “We know we need planning permission for our extension, so we’re looking for someone to help with the drawings and application.”

Me: “Great, I can help with that. Yes, you’ll likely need planning permission, but you’ll also probably need a building warrant.”

Then a pause.

Homeowner: “Oh… What’s the difference? Doesn’t planning permission cover what I’m doing?”

Planning Permission in Scotland is different from Building Warrant. Planning permission is all about how your proposal fits into its surroundings
Building standards in Scotland is different from Planning Permission. building warrant is about how your project will be constructed

It’s a completely fair question and one I love helping clients understand.

Here are the main differences between planning permission and building warrant in Scotland.

Planning Permission: The Look of Your Project

Planning permission is all about how your proposal fits into its surroundings. It considers:

  • The visual impact of your design
  • How it affects neighbours or the street
  • Whether it aligns with local planning policies

Think of it as the council saying: Yes, this design looks appropriate for the local area.

The council may also require certain conditions to be met and will grant permission with these attached.

Building Warrant: The Build of Your Project

A building warrant is about how your project will be constructed. It ensures:

  • Structural safety
  • Fire protection
  • Energy efficiency
  • Accessibility

This is the council saying: Yes, this design meets technical standards and can be safely built.

How Long Does It Take?

  • Planning permission: Typically 8 weeks, but can vary depending on complexity and the local council workload.
  • Building warrant: Usually 6-8 weeks, though technical details can affect timing.

What Does it Cost?

Costs vary by exact scope of the project and have recently been rising following the council freezing fees for a number of years, but here’s a rough guide:

  • Planning application fees: £365+
  • Building warrant fees: Scaled based on the estimated construction cost (e.g., £150–£1000+)

By appointing an Architectural Technologist, such as Ecoara Design, we can guide you through both processes and help avoid delays or rework.

If you are curious about the fees for your project, the Scottish ePlanning and Building Standards portals have fee calculators to provide estimates.
